Abstract

Specijalističkim radom obrađena je tema zaštite privatnosti i sigurnost krajnjih korisnika usluga na tržištu telekomunikacijskih usluga, pri čemu se posebno analizirao prijedlog novog regulatornog okvira zaštite osobnih podataka u Europskoj uniji. U uvodnom dijelu definiran je pojam, sadržaj i obuhvat prava na privatnost. Zatim su objašnjeni najvažniji aspekti privatnosti koji se reguliraju sukladno relevantnim direktivama Europske Unije, primjerice: povjerljivost komunikacija, dostupnost osobnih podataka i njihova uporaba, neželjene elektroničke poruke, kolačići i javni imenici. Također je analizirana važnost razvoja tržišta telekomunikacijskih usluga i konvergencija različitih tehnologija i elektroničkih usluga. Nadalje, analizirana je sigurnost mrežnog sustava, usluga i aplikacija vezano uz različite vrste napada na mreže, provale u računalne sustave, povrede privatnosti, neželjene elektroničke pošte, te sigurnost na Internetu iz aspekta tajnosti i sigurnosti osobnih podataka korisnika. Također su analizirani najvažniji aspekti privatnosti prema relevantnim Direktivama EU. Potom su analizirani prijedlozi novog regulatornog okvira zaštite osobnih podataka u EU, prijepori koji se u svezi s tim javljaju, te prednosti i nedostaci istog.

Abstract (english)

This specialist work covered the topic of protection of privacy and security of end-user services in the telecommunications market, where especially analyzed the proposal for a new regulatory framework for personal data protection in the European Union. In the introductory part is defined the notion, content and scope of the right to privacy. Then are explained the most important aspects of privacy which are regulated in accordance with the relevant EU Directives, for example: confidentiality of communications, availability of personal data and their use, unwanted electronic messages, cookies and public directories. It is also analyzed the importance of the development of the telecommunications market, and the convergence of different technologies and electronic services. Furthermore, it is analyzed the security of the network systems, services and applications related to various types of network attacks, break into the computer systems, violation of privacy, unwanted e-mail, and Internet security from the aspect of confidentiality and security of personal data. Also, are analyzed the most important aspects of privacy to the relevant EU Directives. Then are analyzed the proposals of the new regulatory framework for personal data protection in the EU, the controversy that is about it occur, and the advantages and disadvantages of the same.
