Abstract

U ovom radu je temeljno obrađen model raspodjele troškova davatelja poštanskih usluga kojem je zakonodavnim okvirom propisano obavljanje specifičnih računovodstvenih poslova. Model obuhvaća skup različitih komponenti pa je potrebno odabrati pristup raspodjele, troškovnu osnovicu, troškovni standard, metodu (tehniku) raspodjele, kategorije i vrste troškova te grupe, podgrupe i vrste usluga na koje će se troškovi odnosno rashodi raspodjeljivati. U ovom radu odabran je model kojem su glavne odrednice pristup „odozgo prema dolje“, „povijesni troškovi“ kao troškovna osnovica, „potpuno raspodijeljeni troškovi“ kao troškovni standard te ABC metoda kao tehnika raspodjele materijalno najznačajnije vrste troškova. Finalni produkt provedbe modela je Regulatorni Račun dobiti i gubitka prema grupama, podgrupama i vrstama usluga. Podaci iz tog regulatornog izvješća služe regulatornom tijelu kao jedan od „alata“ kojim izvršava svoju misiju djelovanja. Osobito su ti podaci potrebni za odobravanje cijena usluga te za izračun troška obveze obavljanja univerzalnih poštanskih usluga. Ispunjavanje regulatornih zahtjeva obveznik raspodjele treba gledati u kontekstu vlastite potrebe za dobivanjem kvalitetnih poslovnih informacija iz financijskog i upravljačkog računovodstva, koje će primarno biti upotrebljive menadžmentu poduzeća. Što je moguće veća kompatibilnost između potreba davatelja usluga za kvalitetnim poslovnim informacijama i izvedenih regulatornih zahtjeva, predstavlja jedan od temeljnih preduvjeta za uspješnu provedbu ovog modela raspodjele.

Abstract (english)

This paper will thoroughly present the cost allocation model of the postal service provider obliged by legal framework to perform specific accounting affairs. The model includes a set of different components. Therefore, it is necessary to choose cost allocation approach, cost base, cost standard, methodology of allocation, categories and types of costs of the group, subgroups and types of services on which the costs, i.e. expenses will be allocated. This paper proposes the model marked by top-down approach, historical costs as cost base, fully allocated costs as cost standard, and ABC method as allocation technique for the most significant cost types. The final product of the implementation of this model is the regulatory profit and loss account for groups, subgroups and service types. The information obtained from the regulatory report is used by the regulatory body as one of the “tools” in accomplishing its mission. These data are specifically required for the approval of tariffs and calculating the net cost of universal postal service obligation. The fulfilment of the requirements of regulation needs to be viewed in the context of subject’s need for receiving quality business information from the field of statutory and managerial accounting which will be used primarily by the Company’s management. One of the basic prerequisites for successful implementation of this model of allocation is maximal compatibility between the need of the service provider for quality business information and derived regulatory requirements.
