Abstract

Ovaj specijalistički rad obrađuje temu prijenosa govora internetskom mrežom s posebnim naglaskom na regulatornim aspektima ove usluge. Sadržaj je koncipiran na način da se nakon uvoda daje pregled osnovnih karakteristika i arhitekture mreža nove generacije (karakteristike mreža nove generacija, scenariji tranzicije u mreže nove generacije). Dan je i pregled procesa migracije na mreže nove generacije koji je trenutno u postupku u Republici Hrvatskoj. Ukratko je opisan razvoj OTT usluga, zatim su opisane i karakteristike prijenosa govora putem Interneta. Isto tako su navedeni protokoli koji se koriste u VoIP-u. Naglasak je na regulatornim aspektima VoIP-a gdje su obuhvaćeni problemi u regulaciji - definiranje VoIP usluga, pozivi prema hitnim službama, pitanja interkonekcije, univerzalna usluga te osiguravanje potrebne kvalitete usluge. Nadalje, posebno je obrađeno pitanje mrežne neutralnosti, zatim regulatorne aktivnosti vezano za OTT/VoIP usluge u državama s najvećim brojem VoIP korisnika i u Hrvatskoj, kao i aktualna događanja u svijetu po pitanju OTT usluga.

Abstract (english)

This specialist thesis deals with the topic of voice over internet protocol, with particular emphasis on the regulatory aspects of this service. After the introduction there is an overview of the main characteristics and architecture of the next generation networks (characteristics of the next generation networks, the scenarios of transition to the next generation networks). There is also an overview of the migration process to the next generation networks, which is currently in the process of the Republic of Croatia. This specialist thesis briefly describes the development of OTT services, then the characteristics of Voice over Internet Protocol (VoIP). The emphasis is on various regulatory aspects of VoIP, which covered problems in the regulation - the definition of VoIP services, calls to the emergency services, interconnection, universal service and ensuring the required quality of service. Furthermore, it is particularly address the issue of network neutrality, then regulatory activities related to OTT / VoIP services in countries with the highest number of VoIP users and in Croatia, as well as current events in the world in terms of OTT services.
