Abstract

U specijalističkom radu analizirani su modeli za izračun naknada za minimalni pristupni paket na tržištu željezničkih usluga Hrvatske, Slovenije, Austrije, Njemačke i Mađarske. Na temelju podataka iz izvješća o mreži, analizirane su metodologije izračuna, uspoređeni su kriteriji koji utječu na visinu naknada te izračunate i uspoređene visine naknada. Visine naknada za korištenje željezničke infrastrukture analizirane su pojedinačno i prema specifičnim vrstama vlakova i infrastrukture te prosječno prema visinama naknada. U radu je dan i osvrt na liberalizaciju tržišta željezničkih usluga, ali i liberalizaciju prometnog tržišta željezničkog prijevoza. Razvoj europskog zakonodavstva implementiran je kroz domaće zakonodavstvo čime se ubrzao razvoj i liberalizacija usluga na tržištu željezničkog prijevoza i upravljanja željezničkom infrastrukturom. Cjelovito željezničko infrastrukturno tržište Europske unije predočeno je kao potencijal za razvoj jedinstvenog interoperabilnog tržišta željezničkog sektora.

Abstract (english)

The specialist thesis analyzes models for determining the minimum access package in the railway market services of Croatia, Slovenia, Austria, Germany and Hungary. Based on the network statement data, the methodology of calculation is analysed, the criteria affecting the amount of charges are presented and the charges are calculated and compared. The amounts of charges for the use of railway infrastructure are analysed individually for specific trains and infrastructure, and the average amount of compensation specific tipe of trains is calculated as well. The specialist thesis also describes the liberalization of railway services as well as the transport market and the development of the legislative framework for liberalization. The development of European legislation is implemented through national legislation allowing for acceleration of the development and liberalization of services in the market of railway transport and railway infrastructure management. The thesis briefly presents general rail infrastructure market of the European Union and potential for the development of an interoperable single market in the railway sector.
