Abstract

U ovom specijalističkom radu se uvodno objašnjava što je to usluga međunarodnog roaminga te koje su karakteristike tržišta međunarodnog roaminga. Isto tako, daje se pregled povijesti regulacije roaminga s jasnim obrazloženjem dosadašnjih regulatornih rješenja te posebnim naglaskom na odredbe Uredbe 2015/2120 kojom se definira ukidanje roaming naknada, odnosno uvodi RLAH model od lipnja 2017. Nastavno na predstojeće ukidanje roaming naknada, u radu se objašnjava definicija, koncept i osnovne postavke RLAH modela te se posebno analiziraju izazovi na maloprodajnom i veleprodajnom tržištu do kojih će doći uvođenjem RLAH modela. U radu je poseban naglasak stavljen na očekivano povećanje prometa kao posljedice uvođenja RLAH modela i s time povezane potrebe za ulaganjima u mreže u turistički receptivnim zemljama, kao i na definiranje pravednog iznosa veleprodajnih cijena koje će operatore motivirati da ulažu u povećanje kapaciteta mreže te im time omogućiti ponudu kvalitetnih usluga turistima koji su u roamingu te svojim domaćim korisnicima. Prednosti i nedostaci, odnosno rizici uvođenja RLAH modela, su nabrojani i pobliže objašnjeni u posebnom poglavlju te se zaključno definiraju osnovna tri mehanizma za ublažavanje negativnih utjecaja uvođenja RLAH modela. Na kraju rada analizira se utjecaj uvođenja RLAH modela na dionike tržišta u RH.

Abstract (english)

This specialist's thesis defines the service of international roaming and the main characteristics of the international roaming markets. It gives an overview of the roaming regulations in the course of the last nine years together with the reasons behind the regulatory solutions implemented. The main emphasis has been put on the provisions of the newest Regulation 2015/2120 on which basis RLAH solution will be implemented. The thesis provides definition, concept and main postulates of RLAH solution as well as the analysis of the challenges that will face retail and wholesale markets. Particular emphasis has been put on the expected increase of traffic consumption and investment in the network capacities needed. The importance of the setting of the wholesale prices on the level that will incentivize operators to invest in network capacity increase is highlighted. Advantages, drawbacks and related risks of the implementation of RLAH solution are defined and explained and the definition of three main mechanisms for the mitigation of negative effects of the implementation of RLAH solution are given. The thesis is concluded with the analysis of the impact of the implementation of RLAH solution on the stakeholders on the Croatian market.
