Abstract

Namjera ovog rada je analizirati područje elektroničke komunikacijske infrastrukture i elektroničkih komunikacijskih mreža te prikazati njihov značaj, odnosno ulogu u društvu i gospodarstvu. U početka rada, kronološkim redom, predstavljena je zakonska regulativa zemalja članica EU. Istu zakonsku legislativu prihvatila je i RH članstvom u EU i provela putem nacionalnog regulatornog tijela za područje elektroničkih komunikacija- HAKOM-a. Uloga HAKOM-a predstavljena je kroz njegovo djelovanje kao javnopravnog i regulatornog tijela u području elektroničkih komunikacija, te je kroz zakone, pravilnike i uredbe prikazan regulatorni okvir, a koji je usko povezan s temom ovog rada. Regulatorni okvir HAKOM-a nastao temeljem direktiva EU obrađen je na konkretnim primjerima u kojima su iznesene zakonske odredbe i norme u domeni elektroničke komunikacijske infrastrukture i elektroničkih komunikacijskih mreža.

Abstract (english)

Basic intention of this document is to analyse electronic communication infrastructure and electronic communication networks in the sense of their importance in society and national economy. At the beginning of the document, presented chronologically, regulatory framework of the European Union countries have been described. The same legislative framework that Croatia adopted as a member of EU have been implemented through its national regulatory institution for electronic communication – HAKOM. The role of HAKOM is presented in the work trough its activities as regulatory body for electronic communication market, through legislation, directives and rules within regulatory framework. Regulatory framework of HAKOM, created on the basis of the similar laws in EU countries, is elaborated trough realistic examples, including related laws and rules that comprise entire regulatory domain of electronic communication infrastructure and electronic communication networks.
