Abstract

Rad je podijeljen u 3 osnovna dijela: analiza stanja informatizacije u hrvatskom pravosudnom sustavu, prijedlozima mogućih poboljšanja te izradom i rezultatima jednog od predloženih rješenja. Analiza pokriva budući središnji informacijskih sustav sudova (eSpis), dostupnost informacija građanima, pravni okvir za informatizaciju i upravljanje dokumentima te je provedena imajući na umu društvenu ulogu tj. svrhu pravosudnog sustava. U drugom dijelu dan je niz pretežno tehnoloških i organizacijskih prijedloga za poboljšanje. Među prijedlozima su način komunikacije s drugim organizacijama i s građanima, poboljšanja sudskog poslovnika s ciljem šire primjene informacijskih tehnologija u pravosuđu, elektronički sustav za upravljanje dokumentima, mogućnosti analiza podataka, uporaba ekspertnih pravnih sustava, tehnike učinkovitijeg dohvata podataka te automatska obrada teksta sudskih presuda. Opći je dojam da je pravosuđe, iako nije bez izazovnih problema, u prvom redu suočeno s rutinskim tehničkim i teškim logističkim i upravljačkim problemima.

Abstract (english)

his work has 3 main parts: an analysis of the current level of informatisation of the Croatian legal system, suggestions of possible improvements and the implementation and results of one of the suggested solutions. The analysis covers the future central information system (eSpis), the availability of information to citizens, the legal framework supporting informatisation efforts and document management. The analysis has been conducted keeping in mind the social role or purpose of a legal system. A number of technological and organizational suggestions for improvements are provided in the second part: suggestions about communication with other organizations and citizens, improvements to the legal framework to support wider implementation of IT technologies in the legal system, an electronic document management system, data analysis opportunities, expert legal system applications, advanced information retrieval techniques and automatic processing of case rulings. The general impression is that the legal system, although not without challenging problems, faces routine technical and difficult logistic and managerial problems.
