Abstract

Planiranje energetskog sustava je složen proces kako zbog kompleksnosti samog sustava tako i zbog pojave i potrebe za rješavanjem specifičnih problema unutar sustava. Republika Hrvatska je primjer zemlje s malom proizvodnjom i potrošnjom energije. Obzirom na karakteristike njenog energetskog sustava (potreba za uvozom energije, zemljopisni položaj, obveze prema Kyoto protokolu, povezivanje u zajedničko energetsko tržište zemalja jugoistočne Europe) potreba za planiranjem energetskog sustava i njegovih pojedinih dijelova više je nego očita. Razvoj računala i programa za modeliranje (posebno linearnih optimizacijskih modela) omogućuje sveobuhvatne i brze analize pojedinih problema. Obzirom na vezu potrošnje energije s emisijama stakleničkih plinova ovakvim se modelima sve više pridružuju i mogućnosti analize ekoloških utjecaja. Trenutna situacija u svijetu vezano za nagle i neočekivane promjene cijene sirove nafte pokazuje njen utjecaj ne samo na potrošnju i proizvodnju energije nego i na čitavu ekonomiju. Stoga će potreba za sagledavanjem utjecaja promjena u energetskom sustavu na preostali dio ekonomije kao dio analize energetskog sustava, ubrzo postati potreba i u Republici Hrvatskoj. Sve ovo moguće je obuhvatiti tzv. E3 modelima (engl. energy-ecology-economy) poput modela MARKAL-MACRO.

Abstract (english)

Energy system planning is a complex process not only because of the composite of the energy system itself, but also because of appearance and necessity for specifical problem solving inside the system. Republic of Croatia is an example of the country with small energy production and consumption. Related with its energy system characteristics (the necessity for energy import, geographical position, Kyoto Protocol obligations, connection in regional energy market of South Eastern Europe), the needs for energy system planning is more than obvious. The computers and models development (especially linear optimization models) enables complete and fast analysis of specific problems. In consideration of the relation between energy consumption and emissions this models are became with the possibility of emission analysis. The present situation about the rapid and unexpected changes in crude oil prices shows its influence not only to energy consumption and production, but also on the whole economy. Because of this, the need for impact from changes in energy system to the rest of economy will become important very soon in the Republic of Croatia as well. All this topics are possible to include with E3 models (energy-ecology-economy).
