Bitna odlika i prednost električne energije u odnosu na druge oblike energije je u tome što se bilo koji oblik energije može pretvoriti u električnu i obratno. Vrlo brzo se za električnu energiju, popularno rečeno struju, počeo koristiti naziv javna usluga, tj. usluga koja je dostupna svima i u gotovo svakom trenutku. Budući da se o dobrobiti građana brinu institucije države, elektroenergetski sektor našao se pod izravnom ili neizravnom državnom kontrolom. Imajući na umu široku rasprostranjenost električne energije, stalni rast potrošnje i potrebu istovremene proizvodnje i potrošnje, nameće se problem stalnog zadovoljenja potreba, kako kratkoročno, tako i dugoročno. Osim proizvodnih, potrebno je odgovarajuće proširiti i ostale dijelove elektroenergetskog sustava. Zbog toga je potreban stalni proces proučavanja i predviđanja budućih potreba i razvoja, tj. potrebno je uspostaviti proces planiranja. Svrha procesa planiranja je prezentacija informacija o opcijama razvoja energetskog/elektroenergetskog sektora donositeljima odluka. Planovi se redovito obnavljaju i cijeli proces planiranja neprestano se ponavlja.
Osim koristi koje društvo ima od energetskih transformacija postoje i negativne nuspojave. Jedna od njih je znatan utjecaj energetskog sektora na okoliš. Izgaranjem fosilnih goriva emitiraju se velike količine štetnih plinova od kojih je najzanimljiviji ugljični dioksid (CO2). Povećanje koncentracije ugljičnog dioksida u atmosferi uzrokuje promjenu prosječne temperature zraka i promjenu klime, te je kao posljedica prepoznata potreba za smanjenjem emisije stakleničkih plinova Najpoznatija međunarodna inicijativa u ovom smjeru je UNFCCC i protokol o smanjenju emisije stakleničkih plinova iz Kyota (tzv. Kyoto protokol). Budući da se znatne količine električne energije dobivaju upravo iz fosilnih goriva, elektroenergetski sektor može odgovarajućim izborom tehnologija doprinijeti smanjenju emisije stakleničkih plinova. Specifičnost hrvatskog elektroenergetskog sustava je relativno "čista" proizvodnja električne energije i niske emisije u prošlosti. Emisija CO2 već je, i ubuduće će biti ograničavajući čimbenik prilikom izbora tehnologije za proširenje proizvodnih kapaciteta elektroenergetskog sustava Hrvatske.
U ovom radu naglasak je na metodi linearne optimizacije sustava uporabom modela tokova energije i materijala. Programski model MESSAGE korišten u ovom radu razvijen je u IIASA. Model je namijenjen za optimizaciju energetskih sustava. Osnovna ideja modela je optimizacija funkcije cilja u uvjetima ograničenja koja definiraju skup svih mogućih rješenja.
U ovom radu model MESSAGE iskorišten je za analizu opcija razvoja hrvatskog elektroenergetskog sektora u djelatnosti proizvodnje do 2030. godine s posebnim naglaskom na utjecaj emisije stakleničkih plinova (prije svega emisija CO2)na odabir tehnologije i ukupne troškove sustava i na problem izgradnje proizvodnih kapaciteta na vlastitom teritoriju.
Abstract (english) Today's life is hard to imagine without electricity. An important characteristic and the major advantage of electricity, compared to other energy forms, is that electricity can be relatively easily converted to other energy forms and vice versa.
Soon after introducing electricity into the widespread use, it became necessary to treat is as a public service – a service that should be at disposal to every person and at any time. Because public service is under state responsibility, electric power sector was put under direct (state owned electric utilities) or indirect (private companies with the exclusive right of electricity service and state regulation) government control.
Because electricity is widely used and because the electricity demand is growing and there should always be a perfect balance between generation and consumption, there is a problem of securing electricity delivery on the short and the long term scale. All parts of the system should be upgraded and expanded. This requires a constant process of analysing and forecasting future needs and development paths – in other words there should exist a planning process. The main purpose of planning is to present possible development options to the decision makers. Planning always runs trough iterations, since plans are regularly updated.
Next to the benefits society enjoys from the energy transformations, there are also some negative side effects. One of these is a significant impact on the environment. Burning fossil fuels is always followed by emission of various gasses, the most important being carbon dioxide (CO2). Increase in carbon dioxide emission in Earth's atmosphere causes climate changes. Consequently, the need was recognised to lower the emission and the concentration of greenhouse gasses in the atmosphere in order to stabilise Earth's climate. The most important global initiative in this direction is the UNFCCC and the Kyoto Protocol.
Because large share of the electricity is generated by burning fossil fuels, electric power sector can influence greenhouse gasses emission by simple selection of available generation technologies.
One of the characteristics of the Croatian electric power system is a relatively "clean" generation of electricity and low emission profile in the past. CO2 emission policy can pose a limiting factor for the future electricity generation development in Croatia.
In this work a linear optimisation model MESSAGE was used for the analysis of the long term generation expansion in Croatian electric power system. The model was developed by IIASA. MESSAGE is energy and materials network flow model that can be used for energy system optimisation. Planning horizon presented in this work is to 2030. In this period special attention was given to the CO2 emission problem and problem of expanding domestic power generation capacities.
