Abstract

Rad analizira trenutno stanje u području evidencije elektroničke komunikacijske infrastrukture u Republici Hrvatskoj, kao i osnovne rezultate projekta “Broadband and infrastructure mapping study SMART 2012/0022” pokrenutog od strane Europske Komisije koji je obradio mapiranje širokopojasnog pristupa u zemljama članicama EU i dao preporuke za buduća mapiranja širokopojasnog pristupa i infrastrukture u EU. Dodatno, u radu su dane preporuke s tehničko-tehnološkog aspekta za uspostavu geografskog informacijskog sustava elektroničke komunikacijske infrastrukture (GIS EKI) na nacionalnoj razini. U uvodnom dijelu rada obrazložena je potreba za uspostavom GIS EKI s više različitih aspekata: s aspekta potencijalnih investicija, s aspekta interesa hrvatske države, ekonomskih i tržišnih aspekata, kao i konkretni problemi na operativnoj razini na strani operatora, regulatora i ostalih subjekata kojima je uvid u realno stanje infrastrukture potreban u svakodnevnom radu. Nadalje, na temelju višegodišnjeg iskustva pristupnice u implementaciji geografskih informacijskih sustava raznih vrsta infrastrukture, kao i dobrih praksi uspostave sličnih sustava ostalih zemalja kao što je npr. slovenski zbirni katastar, iznesene su dodatne preporuke za uspostavu GIS EKI u Republici Hrvatskoj i opisane njegove osnovne funkcionalnosti. Pri tome je uzet u obzir i koncept hrvatske nacionalne inicijative Nacionalna infrastruktura prostornih podataka (NIPP) usklađene direktivom Europskoga parlamenta i Vijeća Europske Unije s INfrastructure for Spatial Information (INSPIRE), koja obuhvaća tehnologije, mjere, norme, provedbena pravila, usluge, ljudske kapacitete i ostale čimbenike koji omogućavaju djelotvorno objedinjavanje, upravljanje i održavanje dijeljenja prostornih podataka.

Abstract (english)

The thesis presents current situation of electronic communication infrastructure register and mapping in the Republic of Croatia, as well as the concept and main results of the EU funded project „Broadband and infrastructure mapping study SMART 2012/0022”. Project SMART 2012/0022 covers broadband mapping situation in 28 European countries and gives recommendations for the implementation of broadband mapping initiatives. In the thesis the technological and technical recommendations for national level geographical information system of electronic communication infrastructure (GIS EKI) are also given. In the Introduction the need for GIS EKI information system implementation is explained; regarding potential investment, regarding national interest of the Republic of Croatia, regarding economic and market aspects, as well as the problems of operators, agencies, regulator and all other subjects that have a need for this information in their everyday activities. Best practices and recommendations for the system implementation are also given as well as its basic functionalities. Also Slovenian “Zbirni kataster” project as an example is presented. Croatian National infrastructure of spatial data (NIPP) concept based on INSPIRE directive is also described and taken into consideration while giving recommendations for the system implementation.
