Abstract

Specijalistički rad se bavi optimizacijom sustava kontrole radiofrekvencijskog spektra, te problemom nepovezanosti mjernog sustava za kontrolu spektra implementiranog u RH sa sustavom izdavanja dozvola i sustavom radiofrekvencijskog planiranja. U radu se predstavlja mjerni sustav HAKOM-a koji se koristi za kontrolu spektra te pokazuju principi kontrole spektra. Opisuje se organizacijska i tehnička struktura kontrole spektra, obrađuje postupak prikupljanja mjernih rezultata, uz razradu načina analize i pohrane podataka korisnih u frekvencijskom planiranju. Sa strane izdavanja dozvola i planiranja opisuje se teoretski način kojim bi se povezali sustavi planiranja, izdavanja dozvola i kontrole spektra. Na kraju, predlažu se konkretne mjere, savjeti i načini koji bi doveli do učinkovitije kontrole radiofrekvencijskog spektra.

Abstract (english)

Specialist work deals with optimization of the radio frequency spectrum control system, and the problem of disconnectedness of the spectrum control measurement system implemented in Croatia to the licensing and frequency planning system. This paper presents the measurement system HAKOM uses to control the spectrum and shows the principles of spectrum control. Organizational and technical structure of spectrum control is described as wel as the process of collecting measurement results with the elaboration of ways of analysis and storage of data useful in frequency planning. Licensing and planning aspect will be described theoretically and a solution that would connect the systems of planning, licensing and spectrum control will be given. Finally, concrete measures, tips and methods that would lead to more effective control of the radio frequency spectrum are proposed.
