Abstract

Cilj ovog specijalističkog rada je provesti detaljnu analizu vezano za pružanje usluga internetske televizije i ukazati na probleme koji se mogu dogoditi razvojem tog tržišta. Nadalje, opisana je arhitektura IPTV mreža i mogućnosti pružanja IPTV usluga preko različitih platformi. Predstavljeni su važni industrijski čimbenici koji su ujedno i pokretači IPTV usluga, te međunarodna tijela koja se bave standardizacijom usluga. Također, cilj rada je i ukazati na probleme oko reguliranja sadržaja koji se pruža preko IPTV-a, te dati prijedloge rješavanja postojećih problema. Naime, postojeći europski i hrvatski regulatorni okviri nisu regulirali IPTV uslugu, odnosno ne postoje propisi kojima se preciznije uređuje ovo područje. Ovim radom stvara se prilika za ukazivanjem na ključne probleme i eventualno propisivanje regulatornih obveza za navedene usluge. Rad obuhvaća analizu europske i svjetske regulative koja se odnosi na IPTV usluge te usporedbu s europskom i svjetskom praksom i njihovu moguću primjenu na hrvatski regulatorni okvir.

Abstract (english)

This specialist thesis aims at carrying out a detailed analysis related to the providing of Internet TV services and pointing out of the problems which can occur during the development of that market. Furthermore, it describes the architecture of IPTV networks and possibility of the provision of IPTV services via different platforms. It also presents important industrial factors that are also drivers of IPTV services, as well as international bodies responsible for the standardization of services. This specialist thesis also aims to draw attention to problems related to the regulation of content provided via IPTV and to give suggestions for the solving of the existing problems. Namely, present European and Croatian regulatory frameworks have not regulated IPTV service, that is, there are no regulations that regulate this field more precisely. This specialist thesis creates an opportunity for one to draw attention to key problems and for possible imposing of regulatory obligations for the above-mentioned services. It encompasses an analysis of European and global regulations related to IPTV services and a comparison with the European and global practices and their possible application to the Croatian regulatory framework.
