Abstract

U ovom specijalističkom radu opisani su aspekti razvoja Hrvatske agencije za poštu i elektroničke komunikacije korištenjem informacijsko komunikacijskih tehnologija kroz program e-Agencija. Prikazana je i analogija e-Agencije i e-Uprava koncepta na područjima gdje je to primjenjivo. Razvoj e-Agencije se promatra kroz tri smjera koji se teoretski opisuju, a nakon toga i detaljnije obradi kroz analize slučaja. Razvoj aplikacija i sustava kroz program e-Agencija, uvjetovan je zakonskim okvirom u kojem HAKOM kao regulator djeluje, a zbog odgovornosti za prihode i ulaganja na relevantnim tržištima postoji i jak ekonomski utjecaj. Kroz primjere već implementiranih projekata kao i prijedlog unaprjeđenja, daje se naglasak na e-aplikacije kojima HAKOM nastoji pružiti kvalitetniju uslugu korisnicima, ubrzati interne procese, smanjiti troškove poslovanja i povećati transparentnost rada regulatora.

Abstract (english)

The paper presents different aspects of Croatian Post and Electronic Communication Agency development throw e-Agency program, using information-communication technologies. The analogy between e-Agency and e-Government is presented in the area where it is applicable. E-Agency development has three directions which are theoretically covered and describe in detail throw the case studies. Applications and information systems development in e-Agency program is compliant with law framework of HAKOM regulatory environment. As HAKOM has market responsibility for the investments and total revenue we can also see high economic influence. With presented case studies and proposal for improvement, it is emphasized an importance of e-application to achieve better customer service, process improvement, cost reduction and high transparency of the regulator’s activities.
