Abstract

Prelaskom na digitalno emitiranje televizijskih programa u Hrvatskoj oslobodio se vrlo vrijedan radiofrekvencijski pojas u području 790 - 862 MHz dobrih propagacijskih svojstava koji je do sada bio u potpunosti iskorišten za radiodifuziju analognog televizijskog signala. Oslobođeni dio spektra ima izuzetnu socijalnu, kulturnu i ekonomsku vrijednost za državu i njezine građane, te se može koristiti za različite usluge i aplikacije, što je ujedno i objašnjenje za veliki interes koji vlada u stručnoj javnosti. Najveći interes vlada u dva područja: kod davatelja usluga radiodifuzije, koji u tom području u budućnosti mogu nuditi uslugu televizije visoke kvalitete (HDTV, High Definition Television) i kod operatora pokretnih elektroničkih komunikacijskih mreža i usluga, kojima je proširenje spektra nužno kako bi bili u mogućnosti ponuditi mobilni širokopojasni internet u čitavoj Hrvatskoj, i to prije svega u ruralnim područjima. Pored ovih dviju najznačajnijih zainteresiranih skupina postoje i takozvani sekundarni korisnici iz područja profesionalne bežične tehnologije, budući da sve uobičajene bežične usluge mogu koristiti ovaj dio spektra. Rad daje prikaz zakonodavnog i regulatornog okvira Republike Hrvatske i Europske unije, usporedbu zahtjeva i opravdanosti zahtjeva za dodjelom oslobođenog radiofrekvencijskog spektra za tri najvažnija sektora (radiodifuzijski sektor, sektor pokretnih komunikacija i operatori kabelske televizije), analizu zajedničkog pristupa zemalja članica Europske unije kroz odluke Europske komisije i Europskog parlamenta i Vijeća, te analizu situacije u Hrvatskoj te daljnjih koraka koje će poduzeti Republika Hrvatska.

Abstract (english)

The transition to digital television broadcasting in Croatia released a very valuable radio frequency band in the 790-862 MHz range with good propagation characteristics, which has until now been fully used for analog television broadcasting. The digital dividend spectrum has an outstanding social, cultural and economic value for the state and its citizens, and can be used for different services and applications. This is an explanation for the intense interest within the professional community. The greatest interest is in two areas: within the broadcasting service providers, which in this area in the future can offer high quality television services (HDTV, High Definition Television) and within the operators of mobile electronic communications networks and services, for which a broadening of the spectrum is necessary in order to be able to offer mobile broadband internet throughout Croatia, primarily in harder-to-reach rural areas. Besides these two major stakeholders there are the so-called secondary users in the field of professional wireless technology, since all traditional wireless services can use this part of the spectrum. The paper gives an overview of legislative and regulatory framework of the Republic of Croatia and the European Union, a comparison of the requirements and justification of those requests for the allocation of freed spectrum for the three major sectors (broadcasting sector, the sector of mobile operators and cable television), an analysis of an EU member states common approach through a decision of the European Parliament and Council and European Commission as well as an analysis of the Croatian approach.
