Abstract

Željezničko-cestovni prijelaz (ŽCP) je mjesto križanja željezničke pruge ili industrijskog kolosijeka i ceste u istoj razini. U sklopu željezničko-cestovnog prijelaza može se nalaziti i pješački prijelaz preko pruge (PP) koji je mjesto križanja željezničke pruge i industrijskog kolosijeka i pješačke staze, odnosno prometne površine određene za kretanje pješaka, u istoj razini. Obzirom da su željezničko-cestovni prijelazi najkritičnija točka željezničke infrastrukture puno se ulaže u njihovu sigurnost. Prilikom odabira uređaja za osiguranje željezničko-cestovnih prijelaza strogo se pazi da udovoljavaju najvišem stupnju sigurnosti, da imaju SIL4. Prije nego se takav uređaj prihvati za upotrebu na prugama kojima upravlja HŽ Infrastruktura isti mora posjedovati sve certifikate i potvrde sukladno važećim zakonima te uspješno proći ispitivanja u određenom periodu. Kada se utvrdili da uređaj funkcionalno zadovoljava proces nije završen. Uređaj mora dobiti i dozvolu Agencije za sigurnost željezničkog prometa kao tijela kojem je u Republici Hrvatskoj povjerena zadaća reguliranja i nadzora sigurnosti željezničkog sustava Republike Hrvatske. Nakon što se ispune svi uvjeti i uređaj se uključi u funkciju regulacije prometa, HŽ Infrastruktura snosi odgovornost za ispravan rad uređaja u propisanim uvjetima. Zbog toga je vrlo važno da se poštuju preporuke od strane proizvođača te redovito obavljaju propisani pregledi uređaja.

Abstract (english)

As part of the railway-road crossing, there can also be a pedestrian crossing over the railway line, which is the crossing point of the railway line and the industrial track and pedestrian paths, respectively the traffic area designated for pedestrian movement, in the same level. Since level crossings are the most critical points of railway infrastructure, a lot of investments are being done in regards to its safety. When selecting level crossing signalling devices, high attention is being given so those would be in accordance to highest saftey standards in order to get SIL4. Before accepting a signalling device for use on the lines operated by HŽ Infrastructure, it must have all the certificates in accordance with the applicable valid laws and successfully pass the testing in set period. Once it is determined that the device meets all the tests and have all the certificates, the process is not completed. The signalling device must also get approval from the Croatian Railway Safety Agency as a body entrusted with the task of regulating and supervising the safety of the railway system of the Republic of Croatia. Once all conditions have been met and the signalling device is working as a traffic control, HŽ Infrastruktura is the responsibile for the correct operation of the device with given conditions. It is therefore very important to follow manufacturer's recommendations and regularly perform suggested device inspections.
