Abstract

Regulacija na tržištu elektroničkih komunikacija sastoji se od određivanja mjerodavnih tržišta podložnih ex-ante regulaciji, određivanja operatora sa značajnom tržišnom snagom i nametanja regulatornih obveza istome, a sve u svrhu omogućavanja djelotvornog tržišnog natjecanja. Neke od najvažnijih regulatornih obveza su računovodstveno razdvajanje te nadzor cijena i troškovno računovodstvo. Regulatorna tijela se služe nametanjem ovih obveza s ciljem određivanja troškovno usmjerenih cijena, koje ne smiju biti previsoke kako ne bi istisnule konkurenciju, a ne smiju biti ni preniske kako ne bi demotivirale daljnje investiranje. Budući da u industriji elektroničkih komunikacija više od 80% troškova čine indirektni troškovi (združeni i zajednički troškovi), jedno od ključnih pitanja je izbor odgovarajuće metode alokacije troškova. Razlikujemo različite metode alokaciji troškova, a u bitnome se razlikuju s obzirom na način kako indirektne troškove raspodjeljuju na pojedinačne usluge. Najvažnije metode raspodjele troškova na tržištu elektroničkih komunikacija su metoda potpuno raspodijeljenih troškova (FAC) i metoda dugoročnih inkrementalnih troškova (LRIC). Osim izbora metode alokacije troškova, regulatorna tijela moraju izabrati pristup izradi troškovnih modela, koji će se koristiti na izračun jediničnih troškova pojedinih usluga i nadzor cijena. Razlikujemo dva pristupa: „pristup odozgo prema dolje“ i „pristup odozdo prema gore“. Također je potrebno izabrati metodu vrednovanja imovine, a to može biti na temelju povijesnih vrijednosti (HCA) ili na temelju tekućih vrijednosti (CCA). S obzirom na tehnološke i druge specifičnosti tržišta elektroničkih komunikacija (kapitalnointenzivna industrija, pružanje mnogo različitih usluga, pristupna mreža u vlasništvu bivšeg monopoliste i dr.), većina regulatornih tijela u EU (uključujući HAKOM) odlučila se na primjenu LRIC „odozdo prema gore“ troškovnog modela pri regulaciji većine veleprodajnih cijena (npr. cijene međupovezivanja i pristupa). Ovaj pristup je izabran kako bi se troškovi koji ulaze u izračun cijena optimizirali (a cijene posljedično smanjile), budući da ovaj pristup gradi mrežu ispočetka pretpostavljajući postojanje hipotetskog efikasnog operatora. Ipak, ostaje otvoreno pitanje primjene postojećih troškovnih modela u mrežama nove generacije (NGN), koje imaju drugačiju strukturu troškova i kod kojih, zbog preusko definiranog inkrementa, metoda LRIC „odozdo prema gore“ nije odgovarajuća.

Abstract (english)

Regulation in electronic communications market include the following: identification of relevant markets susceptible to ex ante regulation, identification of operators with significant market power and imposition of remedies. The objective of such regulatory intervention is making electronic communications markets effectively competitive. Some of the most important remedies are obligation of accounting separation and price control and cost accounting obligations. National Regulatory Authorities (NRA) impose theese obligations in order to regulate prices, which suppose to be cost oriented (too high prices could squeese the competition, and too low prices could demotivate further investing). Regarding the fact that more than 80% of costs in the electronic communications sektor are indirect costs (joint and common costs), one of the most important question is choosig appropriate cost allocation methodology. There are different cost allocation methodologies, and the most important distinction between them is in the way they allocate indirect costs to particular services. Two main cost allocation methodologies in electronic communications sector are Fully Allocated Cost (FAC) methodology and Long Run Incremental Cost (LRIC) methodology. Apart from the selection of cost allocation methodology, NRAs must choose an optimal approach to build cost model, which will help them calculate service unit costs and levy prices. There are two different approaches: „Top-down“ and „Bottom-up“. It is also important to choose appropriate cost base, which can be based on historical cost accouting (HCA) or current cost accounting (CCA). Taking into account technological and other characteristics of electronic communications market (capital-intensive industry, providing multiple services, access network owned by exmonopolist operator), most NRAs in EU (including HAKOM) use „Bottom-up“ LRIC cost model to regulate most wholesale prices (for example interconnection and access prices). This approach has been chosen in order to optimize costs (and as the result to reduce prices), considering that using this approach implies building network from the start and presumes having hypotheticly efficient operator. Still remains the question of implementation of current cost models for new generation networks (NGN). NGN have different cost structure and large increment, so current „Bottomup“ LRIC cost model is not appropriate to use.
