Abstract

U početnom dijelu rada opisujemo tehničke karakteristike i kategorizaciju sunčanih elektrana, što je temelj za formiranje registra rizika. Detaljno se razmatra trenutačno stanje sunčanih elektrana u Europskoj uniji, posebice u kontekstu programa REpowerEU, koji ističe njihovu ulogu u dekarbonizaciji i energetskoj neovisnosti EU. Naglašene su prednosti sunčanih elektrana, a nakon toga slijedi opis faza razvoja sunčanih elektrana od ideje do eksploatacije. Te faze su primijenjene u idućem dijelu rada, gdje je naglašena važnost upravljanja rizicima uz opis metodologije iz PMBOK-a. Rezultat je registar rizika za različite faze i tipove elektrana, s posebnim osvrtom na specifične rizike koji se mogu pojaviti. Formirani registar rizika primijenjen je u studiji slučaja izgradnje elektrane snage 1 MW u Bosni i Hercegovini, gdje je analizirano tržišno stanje. Studija slučaja ilustrira praktičnu primjenu analize rizika.

Abstract (english)

In the initial part of the paper, we describe the technical characteristics and categorization of solar power plants, which is the basis for forming the risk register. The current state of solar power plants in the European Union is discussed in detail, especially in the context of the REpowerEU program, which emphasizes their role in decarbonization and energy independence of the EU. The advantages of solar power plants are emphasized, followed by a description of the stages of development of solar power plants from idea to exploitation. These stages are applied in the next part of the work, where the importance of risk management is emphasized along with the description of the methodology from PMBOK. The result is a risk register for different phases and types of power plants, with special reference to specific risks that may occur. The formed risk register was applied in the case study of the construction of a 1 MW power plant in Bosnia and Herzegovina, where the market situation was analyzed. The case study illustrates the practical application of risk analysis.
