Abstract

Grad Zagreb je 2008. godine pristupio incijativi Sporazum gradonačelnika (Covenant of
mayors) europskih gradova o poboljšanju mjera energetske učinkovitosti u smanjenju emisija stakleničkih plinova. U sklopu incijative je izrađen Akcijski plan za održivi energetski razvoj (SEAP) grada Zagreba sa predloženim mjerama za smanjenje emisija stakleničkih plinova do 2020. godine. U okviru ovog diplomskog rada će se analizirati utjecaj mjera iz sektora energetike, koje su navedene u SEAP-u, na niskougljični razvoj grada Zagreba. Analiza obuhvaća izradu nekoliko scenarija za niskougljični razvoj grada Zagreba (s pogledom do 2050. godine), usporedbu scenarija „buisness as usual“ (BAU) sa scenarijem korištenja dodatnih mjera, te modeliranje mjera iz sektora energetike obzirom na njihov učinak na gospodarstvo (troškovi investicija), okoliš (emisije stakleničkih plinova) i društvo (zapošljavanje, utjecaj na zdravlje). Za sektor energetike je potrebno procijeniti utjecaj klimatskih promjena na rezultate predloženih mjera koji mogu utjecati na njihovo ostvarenje ili ostvarenu efikasnost (npr utjecaj klimatskih promjena na hidroenergiju).

Abstract (english)

In 2008 City of Zagreb joined the Covenant of Mayors initiative for European cities on the
improvement of energy efficiency measures to reduce greenhouse gas emissions. Action plan for sustainable energy development (SEAP) of Zagreb has been made. It includes proposed measures to reduce greenhouse gas emissions by 2020. This master’s thesis will analyze the impact of the measures in the energy sector, which are listed in the SEAP, on the low carbon development of Zagreb. The analysis includes development of several scenarios for the development of low-carbon city of Zagreb (with a view to 2050), comparison of scenarios "business as usual" (BAU) and scenario with the use of additional measures, as well as modeling measures for the energy sector because of their effect on the economy (investment costs), the environment (greenhouse gas emissions) and society (employment, health impact). For the energy sector it is necessary to assess the impact of climate change on the results of the proposed measures which may affect their achievement or realized efficiency (e.g. the impact of climate change on hydropower).
